Enacting 417 dumpster adventures
Step 1) We'll need entertaining film of the core group going out and doing the dumpster diving. This film would need to be edited into a repeatable format such as morning, day, evening or something like how Tosh.0 has different bits he does in each show such as 30 seconds to see how many jokes he can do for one video clip, web redemption, and the introduction video always being a short bit of someone getting hurt badly.
Step 2) The cost in time and money to produce each show would have to be calculated. This would include salaries for the actors, usage of specialized equipment we rent or are paying off, transportation fees such as gas, insurance, and monthly payment, and possibly a backup petty cash/emergency fund in case someone gets hurt or a piece of equipment gets broken (and much more).
Step 3) Then we'd need to calculate the amount of time remaining in a 30 min or 1 hour show segment for which we would have time to advertise local businesses. Then we'd need to calculate how much we will need to charge in advertising in order to pay to produce the show and then some (in order to grow the business and eventually produce other local shows, such as 417 Jackass, 417 Wayne's World, 417 Chopped, 417 Pawn Stars, 417 Storage Wars, etc). Also, we'd need to calculate the cost in wages and time to produce these short ads. Fortunately, however, the tv advertisements should have a very campy, low budget, obviously local, look and feel to them so these can be rushed in order to allow for minor flaws to be entertainingly obvious.
Step 4) Once we have a pilot show, calculations for all the numbers in costs, income, time to produce, and what-not then we'd be ready to write up a proposal because it is most likely we'll need the resources of a third party. Ideally I would like this show to be aired on Mediacom's channel 85 community channel which never has anything on it. It is my expectation that Mediacom will not allow us to use their channel for free and unless they agree to accept a small percentage of the income I will gladly, and publicly, smear their name and find an alternative. I worked for Mediacom and I found their business model to be lacking in attention to employee satisfaction and loyalty (loyalty is earned by respecting your employees). Anywhoo, it is likely we will want to have a Youtube channel as well and in-so-far I haven't decided what the best way to handle that would be.
Step 5) After the calculations, once the local tv delivery method is determined, production should be ready to begin assuming the crew, actors, and equipment all remain intact throughout this process. What I imagine should happen next is a number of creative publicity stunts and promotions. Here's a list of brainstormed ideas.

Have a 417 Dumpster Adventures promotional pizza party at Pizza Inn and invite the town.
Set up a Facebook, Twitter, and Instagram page and keep them updating on a daily basis using an automating program such as HootSuite and task someone to respond to commenters and research appropriate use of hashtags.
Canvas with flyers on community bulletin boards, downtown on lamp posts, in bars, and anywhere else we can think of.
Use QR codes to link to a Youtube video of either/both/all of the pilot, the commercial, and short out takes or introductions.
Build up the hype behind this project by presenting at 1 Million Cups, informing the appropriate professors at local colleges (Journalism, Media, Graphic Arts, Economy, etc.), and basically getting people excited about local television, buy local advertising, keep money local, and new and interesting local entertainment venues. Even promote the possibility that people can be a part of the process by inviting applications for us to come to their house to do a clean-up, or businesses to do a trash removal or waste assessment or something, and student internships.
Also, press releases based off of the proposal should be sent not only to news outlets but to any business in town which has any kind of local notoriety or interest. I believe anything with the name of John Q Hammons may be a good place to send information so that the execs can see what is happening, the E-Factory, possibly student organizations, the tower club, locally owned restaurants, locally owned gas stations, locally owned businesses of every kind because they will either be interested in promoting, investing, or advertising. And it is my strongly held belief that all numbers of money and time should be fully transparent for all to see. There will never be a future time where a huge amount of money will be accumulated into the hands of one person. The money will always be moving into investment after investment. That being said, the people who put in the time and show themselves to be intelligent and capable, these will become the CEO's and caretakers of these local business endeavors. I will not be the owner/operator of these things, I only need/want income enough to live a healthy life with occasional vacations.
