My idea for a hanging gardens goes like this. Basically it is a skeletal wooden structure meant to be entirely covered and potentially supported by plant life.
At the very least I would want it to be three stories tall. At the top is a water tower or pool of some sort which can feed water to the entire complex by a system of pipes, hoses, faucets, and sprayers. Ideally much of the structure would be set to automatically supply the needs of the plants when it came to it. For instance a solar powered thermometer would be used to mist the plants when the temperature got above a certain heat. Also at certain times water will be encouraged to flow openly from the top to the bottom watering the plants along the way.
Plants would be selected and arranged so that they can support and feed each other. Many different kinds of vines and flowers will be preferred but likewise strategic placing of large growing trees and willows may eventually be trained to provide more functionality to the hanging gardens including supporting the structure. An emphasis on the lifelines of the plants will be kept when planning ahead and with strategic pruning.
